Earle could not be elected to any public office in any other Texas county -- but since this one includes the People's Republic of Austin (the official state refuge for socialists, anarchists, and other politically confused individuals), he wins handily despite being an embarassment.

Through a flaw that needs to be addressed some day, public corruption cases usch as this one get handled through his office, not the state AG's office. Thus, you have one prosecutor, not answerable to most of the voters of the state, going off after those he dislikes politically by engaging in political investigations and bringing flimsy indictments.

Essentially, this indictment accuses DeLay of agreeing to exploit a perceived loophole in campaign finance laws, one that he believed to be legally available according to his lawyers.
