"While tens of billions of dollars in federal aid have flowed to Louisiana and other states devastated by Katrina, much of it has gone to developers and contractors, Nagin said."
So where would the money go if you gave it directly to the people? Could they rebuild the city, or would they have to retain developers and contractors? It's likely best the city remains smaller as the taxpayer share of the rebuild costs would be smaller.
