Yep, it sounds like a busted thermostat. You should be able to pick one up at Home Depot pretty cheap. You could probably replace it yourself. Turn off the power to the thermostat. Move one wire at the time from the old thermostat to the new thermostat. Turn the power back on and test it. If it works, attach it to the wall and you're done.

Or it could just be a "wide-range" thermostat. Most thermostats are NOT set to adjust the temperature exactly. In other words, when you set it for 65, it will often not turn on until the temperature drops to 60, and will not shut off until it reaches 70. The better (more expensive) the thermostat, the smaller that temperature range will be. I've never heard of one that has a whopping 20-degree range, but I suppose it's possible.
