This goes beyond an editorial policy in this case. By using the phrase "(s)he described" and omitting parts of her description, the NJ has changed the story. The victim has been censored.

How much of his face was covered? If all the clerk could see was the area cut out around his eyes, how could she be certain that he was black, with "light brown" skin?

Doesn't this really depend on how much of his face was visible? (Yes, usually I'd side with you, but doesn't there seem to be some uncertainty here?)
