Even on a practical level, would this guy walk across a bridge built by someone whose "inclusive standard of excellence" was one that stayed up 50% of the time someone walked across it?

Similarly, Could you imagine the practical application of that "inclusive standard of excellence" in the Ricci case? A priority other than saving the lives of people trapped in a burning building might need to take precedence because of the "hue of the viewer".
