Let's assume for a minute his numbers are correct. That savings will be offset by the cost of compliance and then some. The savings of say, $5000 per year by a business will require them to spend $25000 to retrofit/upgrade the existing structure or equipment to avoid penalties. It's the broken window fallacy. Break the baker's window and the glazer gets paid etc.
