I wonder what the protocol is when international leaders call each other?

If, for example, Bush is travelling, does he leave contact numbers with each counties' leader? Does he put call forwarding on. Does he call the White House and ask the staff to put the two in contact?

Does Martin even touch a phone until the admin folks have made the connection or does he put it on speakerphone while he busies himself with the job of PM.

Maybe you're just supposed to wait to he gets home?

Call me suspicious, but I think this is a cover story. Martin surely knew Bush was out of the country, both the day before and the day of the announcement on BMD.

Another question altogether is why the CTV failed to catch on to the significance of the dates and wonder why Martin would think he could talk to Bush when Bush was travelling and preparing for a major summit.

Of course, now every thing, like a lower court in Montana closing the border to Canadian cattle, will be assigned to "Bush displeasure with Martin over BMD" making Canada the victim.
